The Forum has two Chapters, viz. Pakistan Chapter and India Chapter. Each Chapter has three tiers, i.e. Central level, Provincial level and District level.

Any adult person, who subscribes to the “Aims and Objectives” of the Forum and agrees to abide by its rules, may apply for membership to a Chapter of the Forum on the prescribed form. The application has to be duly proposed and seconded by two members of the Forum.
The Chapter to which an application is made may accept or reject any application for membership. In the event of rejection, the applicant shall have a right of appeal to the Provincial Executive Committee. Each new member pays Rs. 100 as membership fee and the annual subscription fee is Rs. 480.
